EU launches AD review on Severstal's HRC

The European Commission stated that in accordance with the requirements from the European Steel Association (EUROFER), it is carrying out a partial mid-term review of the current 5.3% anti-dumping (AD) duty on hot-rolled coils imported from Severstal of Russia.
Eurofer provided evidence that Severstal had changed its business model to increase exports to the EU. According to evidence, the price of Severstal in the domestic market is higher than that in the export market. Also, the dumping margin increased significantly which comparing the normal value of Severstal and the export price to the EU. It seems to be higher than the 5.3% dumping margin determined in the original investigation.
The review will end in the first quarter of 2022 and will be decided whether to continue, revoke or revise existing measures. The period to be considered in the review is the full year of 2020.
